It doesn't say you have to reach the daily goals. You just have to make the tips. The more difficult the level, the more tips you make as long as you don't let folks get too angry.

To get through this fastest, play a level that challenges you without overwhelming you. If you make the goal a couple times, get a receptionist for a few days to drive the tips even higher.
